You can install 'predjena kampanja' to bypass that mission. Game have one bug, and i'm unable to fix it. If you gave GOTY edition, then you don't need anything. You need base game (Operation flashpoint Cold War Crisis) with 2 expansion packs (Red Hammer and Ressistance) and with latest patches. Mod takes place in late 90s, when NATO attacked SRJ (Savezna Republika Jugoslavija) and when OVK (eng: UCK) forces started to attack Serbian civilians and army on Kosovo & Metohija.
